PPWR: What the EU Packaging Regulation means for your tool packaging

The deadlines

The first obligations apply in 2026. Further requirements will be specified in stages through 2030.

  1. 12 August 2026

    PPWR applies

    Substance requirements under Art. 5, conformity assessment, technical documentation and the EU declaration of conformity become mandatory.

    Common material labelling will follow once the required EU implementing acts have been adopted.

    50% empty-space limit

    The limit under Art. 24 applies to filled grouped, transport and e-commerce packaging.

What you need to do as a customer

  1. 1

    Clarify your role

    Anyone who fills our packaging with their own products and places it on the market is the producer of the filled packaging. From 12 August 2026, you will need your own conformity documentation.

    Collect the documents

    Our PPWR supplier information provides material composition, substance conformity and weight data, giving you a reliable basis for your technical documentation under Annex VII.

  3. 3

    Prepare the declaration of conformity

    You prepare the EU declaration of conformity using the information we provide. Our supplier declarations for all product families are already available to download.

What is the PPWR?

The PPWR is Regulation (EU) 2025/40 on packaging and packaging waste. It entered into force on 11 February 2025, applies directly in all EU member states from 12 August 2026 and gradually replaces Packaging Directive 94/62/EC. Unlike a directive, it does not require national transposition.

Who does the PPWR affect?

The PPWR affects anyone who places packaging or packaged products on the EU market. It distinguishes between producers, suppliers, importers and distributors, each with their own obligations.

I pack my tools in RVK packaging – what is my role?

According to the interpretation of Germany's Central Agency Packaging Register, the filler of sales packaging is the producer. You assess the conformity of the filled packaging, prepare the technical documentation under Annex VII and the EU declaration of conformity under Annex VIII. This is less complicated than it sounds: our documents provide the necessary basis.

What does RVK provide for my documentation?

You receive our PPWR supplier information with the material composition for each product family, confirmations under Art. 5 regarding heavy metals, SVHC and PFAS, and information on recyclability and recycled content. Supplier declarations for all product families are already available to download. Exact item weights are available on request.

Does RVK packaging contain PFAS or heavy metals?

No. PFAS are not used. The total amount of lead, cadmium, mercury and chromium VI is below 100 mg/kg, and no SVHC is present above 0.1%.

Is RVK packaging available with recycled content?

Yes. The table values show the standard versions made from virgin material. Versions with up to 100% recycled content are available on request. We confirm feasibility, colour, minimum quantity and lead time for the relevant product family.

Is the packaging recyclable?

Many products are made from PP or PE mono-material, can be separated without tools and are recyclable through established recycling streams. Formal classification in the PPWR performance grades will take place once the EU has adopted the design-for-recycling criteria, expected by 2028.

What about labelling and empty space?

Harmonised material labelling will follow the EU implementing acts, expected from 2028. The 50% empty-space limit applies to filled grouped, transport and e-commerce packaging from 1 January 2030 or three years after the relevant implementing acts enter into force, whichever is later. We will implement both requirements on time.

Do I need to register anywhere?

The German registration obligation in the LUCID Packaging Register under the Packaging Act continues independently of the PPWR. RVK is registered. Whether you also need to register depends on your role and the packaging you place on the market.
